EU action: Water Management and Basin Organisations in Central Asia (WMBOCA)

From 2012 to 2015 GIZ Transboundary Water Management in Central Asia Programme contributed to the Regional Environment Programme for Central Asia EURECA implementing its part “Water Management and Basin Organisations in Central Asia (WMBOCA)”.

The overall objective of EURECA is to engance partnership and cooperation in the field of the environment between the countries of Central Asia and Europe by providing the Environment and Water Cooperation Platform.

“Water Management and Basin Organisations in Central Asia (WMBOCA)” consisted of two interrelated actions:

1. Supporting water management and strengthening transboundary river basin administrations in Central Asia. This action aims at supporting regional and national institutions to promote basin principles and related water sector reforms in the region. Other objectives are establishing of new joint administrative bodies on transboundary level as model cases for Central Asia; strengthening of public participaption in water management and initiating exchange of best practices between European and Central Asian water management organisations.

2. Capacity building on river basin planning for water management organisations and joint river basin structures. The objective for this action is to improve the human capacities for basin planning, to support the establishment and professionalisation of (inter-)state administrative basin planning processes in teh selected river basins and to build capacities for the introduction of economic and financial instruments related to river basin planning.

“Water Management and Basin Organisations in Central Asia (WMBOCA)” was implemented by GIZ Transboundary Water Management in Central Asia Programme acting in partnership with the Regional Environmental Centre for Central Asia (CAREC). Budget of WMBOCA consisted of approximately 2 million euro provided by the European Union and approximately 5 million euro provided by the German Federal Foreign Office.
