National Partners

All the project activities of the Transboundary Water Management in Central Asia Programme are implemented in close cooperation with local partners. In each country of the region the Programme cooperates with various state agencies, who also contribute to successful project implementation and take over project maintenance upon completion.

National Partner in Kazakhstan

The Committee for Water Resources under the Ministry of Agriculture of the Republic of Kazakhstan 
The Committee is responsible for the implementation of state policy in the field of use and protection of water resources, as well as for programs for the development of water sector and land reclamation. It is responsible for the use and protection of water resources. Therefore it regulates the allocation of water in order to ensure water availability to all water users (population and economy). Furthermore it focuses on achieving and maintaining an ecologically safe and efficient water use level.

The Committee for Water Resources under the Ministry of Agriculture is cooperating with GIZ Transboundary Water Management in Central Asia Programme in several areas:

  1. Joint implementation of rehabilitation works in villages of Almaty oblast
  2. Conducting the assessment for Shardara Reservoir and Hydropower Plant Assessment based on the Protocol of International Hydropower Association
  3. Support of Aral-Syrdarya Basin Inspection by means of establishing a Basin Council and further preparation of Integrated Water Resource Management for Syrdarya River.

National Partners in Kyrgyzstan

State Committee for Water Resources and Amelioration of the Kyrgyz Republic
The State Committee for Water resources and Amelioration is the National Partner of GIZ Programme in Kyrgyzstan. The committee is responsible for managing, monitoring and regulating water resources and for all irrigation and amelioration infrastructure. For fulfiling these with the assistance of its branches (Basin Administrations for Water Resources on oblast and district levels) implementing these activities on local level.

The Committee is cooperating with the Programme in preparing a framework agreement on transboundary water management between Kyrgyzstan and Tajikistan. Further parts of the cooperation are the establishment of the database for Isfara and Khodja-Bakirgan river basins; and the implementation of pilot projects on automation in Batken oblast.

Kyrgyz National Institute of Irrigation
The Institute of Irrigation is doing research aimed towards practical solutions for effective irrigation and their application in the field. Tranboundary Water Management in Central Asia Programme is cooperating closely with the Institute to develop GIS (Geographic Information System) maps, used to track changes within water infrastructure and in the process of basin plans development.

Ministry of Land Reclamation and Water Resources of the Republic of Tajikistan
The Ministry of Land Reclamation and Water Resources of the Republic of Tajikistan is responsible for the melioration of irrigated land, operation and maintenance of water-resource infrastructure, formation, use and protection of water resources, development of water infrastructure, rural water supply and irrigation of pastures.

The Ministry is the National Partner of the GIZ Programme in Tajikistan in the framework of the Component 2 Project “Joint management of Isfara and Khodzha-Bakirgan river basins” and the Component 3 National Pilot Project “Evaluating the alternative ways of water supply for the Garauti Irrigation Scheme”.

Amelioration and Irrigation Agency

Amelioration and Irrigation Agency under the Government of the Republic of Tajikistan is a central executive authority in the field of land reclamation and irrigation, performing functions directed towards development of a single state policy and regulatory frameworks in the field of land reclamation and irrigation systems, use and preservation of water infrastructure, supply of irrigation water and protection of water resources.

Ministry of Nature Protection of Turkmenistan
The Ministry of Nature Protection is responsible for the implementation of the government’s policy and control in the sphere of protection and rational use of natural resources and coordinates activities of other bodies in this regard.

In a framework of cooperation with the Programme the Ministry of Nature Protection of Turkmenistan is fulfilling a pilot project on “Drainage Waters of Khankhowuz Irrigation System”, which includes development and update of maps; annual cycle of hydro-ecological monitoring and capacity building on environmental monitoring services.

Ministry of Water Economy of Turkmenistan
Ministry of Water Economy of Turkmenistan is responsible for the management of water resources of the country. Administration of water resources is fulfilled by the Central Apparatus of the Ministry and includes 119 organizations and enterprises.  All water resources of the country, all rivers and other sources of irrigation, dams, reservoirs and water bodies, irrigation canals and collectors, regulating facilities and pumping stations are integrated in one national water resource system which is supervised by the ministry.

A pilot project is being implemented on “Integrated Management of Water Resources in Khankhowuz Irrigation System” in the framework of GIZ Programme in Turkmenistan in cooperation with the Ministry of Water Economy. The main activities of the project include: capacity building on water management organizations in hydrometry as well as development and work with basin databases.

Ministry of Agriculture and Water Resources of the Republic of Uzbekistan
The Ministry is responsible for agriculture and water resources management policy in Uzbekistan.

The Ministry is the main partner for activities of Transboundary Water Management in Central Asia Programme on strengthening transboundary river basin management and implementing national pilot projects. Its branch Serafshan Basin Irrigation Systems Authority is involved in the development of the database and GIS under component 2 and implements national pilot projects on reconstruction of Bad Bad irrigation canal and introduction of drip irrigation system on 8 ha near Samarkand.
