This publication was developed on the basis of the “Basin Planning Manual” prepared by Ekaterina Strikeleva with the assistance of Prof.Dr.Frank Schrader, Iskandar Abdullayev, Shavkat Rakhmatullaev and Alexander Nikolaenko. The present handbook is adapted by Vakhidzhon Akhmadzhonov, CAREC expert. Chapter 5 of this handbook was prepared by Florian Wolf-Ott and Conrad Clemens, experts of the Austrian Environment Agency (Umweltbundesampt Österrreich).


Assessment of the current situation of the Aksu river basin in Kashkadarya region (Analytical report)

An integrated approach, evaluating the conditions of all processes and features in the Aksu River Basin, was used in this situational analysis. This broad approach provides an overview of the state of the river basin, reveals previously unknown existing problems in the basin, and identifies relationships between various problems and tasks.


Assessment of the current situation of the Shakhrikhansay irrigation system in Andijan region (Analytical report)

A comprehensive approach was used in this situation analysis to assess the conditions of all processes and features in the basin of the Shakhrikhansay irrigation system. This broad approach provides an overview of the state of the basin, identifies previously unknown problems in the basin and identifies linkages between different problems and challenges.

Economic mechanism to incentivise water saving at on-farm level

This report has been prepared in accordance with the tasks under the clause 7.5 – to support river basin organizations to conduct economic analysis of water use and implementation of the full cost recovery principles, in developing financial and economic incentives for water conservation and improving water productivity in rural areas under the Component 1: “National Framework Concept for Water Management and Integrated Water Resources Management” of the European Union Program on “Sustainable Water Resources Management in Rural Areas of the Republic of Uzbekistan”.


Full cost recovery on operation and maintenance of irrigation systems in the pilot river basins

This report has been prepared in accordance with the objectives of activity 7.5 – supporting river basin organizations in conducting an economic analysis of water use and the application of full cost recovery principles; in developing financial and economic incentives for water conservation and improvement of water productivity in rural areas of the Component No. 1: “National Framework Concept for Water Management and Integrated Water Resources Management” of the European Union Program of “Sustainable Water Management in Rural Areas of the Republic of Uzbekistan”

Data collection and analysis were carried out in 2017, and the report was printed in 2019. Most statistics were provided before December 31, 2017. The data were obtained from statistical collections, as well as from the annual reports of the BISA and MKM.
