National Stakeholder Dialogue on Basin Planning in Murgab River Basin

National Stakeholder Dialogue on Basin Planning in Murgab River BasinMARY – National Stakeholder Dialogue on Basin Planning dedicated to the pilot testing of basin
planning in Cepekyab Sub-basin of Murgab basin took place on 5 February 2014 in Mary velayat in the
framework of the EU action “Water Management and Basin Organisations in Central Asia (WMBOCA)”,
implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH Transboundary
Water Management in Central Asia Programme.
Stakeholder dialogues take place to ensure the involvement of water user representatives into
transboundary water management processes in selected river basins. During the meeting
representatives of state agencies, international organisations, national and international experts discuss
issues of rational and effective use of the water resources.
This particular dialogue was aimed at presenting the results of pilot testing of basin planning
principles in one of the irrigation system pilot sites of the Murgab river basin- Cepekyab. The pilot testing
was carried out by water experts in 2013. The state representatives, farmers, national and international
organisations participated in the meeting.
The major goal of this dialogue was to present the main outcomes of the pilot testing and to
discuss its further application in the water management practices in Turkmenistan. Moreover, during the
dialogue experts introduced the approaches used in testing — the methodology of problem prioritisation
and problem tree preparation. These tools could possibly be applied further in management of other
river basins in Turkmenistan.
This dialogue is one of the activities implemented by GIZ TWMCA Programme in the framework of
the EU-funded action “Water Management and Basin Organisations in Central Asia (WMBOCA)”.
TWMCA also conducted technical trainings on geographic information system (GIS) for specialists of
water management organisations in the city of Mary within the framework WMBOCA. GIS equipment
was purchased and handed over to partner organisations as technical support.
“Water Management and Basin Organisations in Central Asia (WMBOCA)” is funded by the
European Union and implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ)
GmbH acting in partnership with the Regional Environmental Centre for Central Asia (CAREC). Budget
of WMBOCA consists of approximately €2 million provided by the European Union and approximately €0.5
million provided by the German Federal Foreign office.
